AN OVERVIEW OF STAFF RESPONSIBILITIES DURING A DISASTER
Administrative, Certified, and Classified Personnel Duties
All
teachers and staff will:
1.
Know the location of the nearest fire/chemical extinguisher for
the rooms usually occupied.
2. Know where the room backpack (with instructions inside) is
kept.
3. Know their assignment and responsibilities during a disaster.
PRINCIPAL
– Will initiate drill. Will oversee Command Center and Communications
from the field. Will direct and coordinate to insure safety of
all individuals.
ASSOCIATE
PRINCIPAL/MANAGEMENT – Will oversee and coordinate from
the Amphitheater the search of all buildings and grounds for injured
and dead. Will coordinate rescues and notify medical team of needs
for first aid. Will attempt to make a list of all injured and
dead. Will assess the condition of facilities and report to Command
Center.
ASSOCIATE
PRINCIPAL/MASTER SCHEDULE – Will oversee and coordinate
the Student Release Team at the Southwest entrance to the baseball
field. Will release students to designated adults with proper
release procedures.
HEAD
CUSTODIAN – Will oversee assessments of damage to school.
Responsible for moving emergency supplies to all assigned areas,
checking utility shutoffs, and reporting damage to Damage Assessment/Search
and Rescue Team.
TEACHERS
WITH CLASSES – Will check neighboring teachers before evacuating
to field and then remain on field supervising students and directing
parents to Student Release Center.
Individual
teachers that are assigned other duties will report to assigned
posts AFTER taking roll and turning class roll sheet and backpack
over to another adult.
TEACHERS
AND AIDES NOT ASSIGNED STUDENTS – If assigned a post, report
immediately. If not assigned, report to Command Center and be
ready to help where needed.
SECRETARIAL
STAFF – If not assigned a post, report to Command Center
on baseball field and be ready to be of assistance where needed.
NURSE
AND HEALTH CLERK – Will set up and supervise Triage area
on softball field. Will evaluate and prioritize needs and treatment
and communicate with Command Center. Will also oversee morgue.
KITCHEN
STAFF – Evacuates building until Damage Assessment Team
certifies that it is safe to return. Shut off all gas and electricity.
Be prepared to distribute available kitchen food and emergency
rations if the need arises.
GROUNDSMEN
- Assist Head Custodian in moving emergency materials and report
to assigned teams.
ALL
PERSONNEL, STUDENTS, AND VOLUNTEERS NOT ON A REGULAR ATTENDANCE
LIST - Report to the Command Center on the baseball field.
ALL
SECURITY – Report to posts assigned OR to the Command Center.
OVERVIEW OF TEAMS AND RESPONSIBILITIES
Command
Center – Consists of the Principal and Associate Principal/Curriculum
coordinating communications and operations of all personnel, including
the utilization of runners. The information on the “All
Accounted For” form assists the search and rescue of missing
and injured persons.
Medical
Aid Triage – Sorts out victims according to the extent of
injury, helps those that they are able to, and requests assistance
for others.
Damage
Assessment and Search and Rescue – Makes an assessment of
the safety of buildings so team members may enter and search for
missing and injured. Removes injured from buildings while communicating
with team leader to notify Command Center and Medical Aid Triage
as to the injury being brought to them. Search for known missing
and injured before starting a general search of buildings and
grounds.
Student
Release – Retrieves students from class stations as adults
come to “claim” them. Keeps records of students released
and notify Command Center of any problems.
Supervision
– Accounts for all students, including the classes of all
teachers assigned to other teams, keeps records of runners and
other students who have been released from these groups, and keeps
students in an organized manner by providing support and some
form of activity.
Runners’
Pool – Supplies student assistance to all teams as needed
and keeps track of all runners. Assists with the distribution
of materials from the containers and sets up portable toilets
and canopies as necessary.
HOW TO USE STUDENT RUNNERS (examples)
Command
Center runners can carry messages to and from any other station,
bring materials from the cargo container as needed, and help with
paperwork. Groups from the runners’ pool can set up canopies
and portable toilets with privacy as needed.
Damage
Assessment and Search and Rescue runners can take messages to
Command Center and/or Triage if walkie-talkies are not working
and carry first aid duffel bags, crowbars, or other equipment
for team. With direction, runners can bring materials from cargo
containers or barrels (at the amphitheater) as needed, and assist
in carrying injured on stretchers to triage (usually requires
four to six people).
Triage
runners set up canopies for shelter, tarps, portable toilets and
other equipment as needed, obtain the materials from the large
container on the field, carry messages when walkie-talkies are
not efficient, assist in holding materials for someone performing
first aid, sit with injured and/or upset as a support system,
and assist in keeping records.
Student
Release runners take messages to Command Center, assist with paper
work at student release and carry the message on the field to
the classroom teacher instructing release of a student to the
adult at the Student Release Center.
